New York’s Office of Temporary and Disability Assistance oversees SNAP, run locally by county social services districts and, in New York City, by HRA. Benefits load on the Common Benefit Identification Card. Your gross limit depends on your household: 150% of poverty if anyone works ($3,415 for three), 200% if you pay for child or dependent care, otherwise the federal 130%.

Three income lines
USDA’s broad-based eligibility chart lists two New York groups: households with dependent care expenses and households with earned income. Neither has an asset test. A household with no earnings and no care costs, under 60 and not disabled, falls back to the federal tests — 130% gross, 100% net and a $3,000 asset limit. A Bronx family of three earning $3,300 with $1,500 rent plus heat clears the 150% line and would get about $311.
Region matters for utilities
New York sets separate allowances for New York City, Nassau and Suffolk, and the rest of the state; NYC’s heating figure in USDA’s October 2025 table was $1,062. OTDA’s policy site blocked our automated checks, so those are last year’s amounts — use “Figures from your notice” if yours differ.
New York runs a Restaurant Meals Program, a standard combined application for SSI recipients, on-demand interviews and telephone signatures, and some areas had a partial time-limit waiver on October 1, 2026. Its FY2025 error rate of 13.18% puts it in the 15% cost-share tier.
