Four utility standards, phone included
Indiana’s policy manual (section 3020) lists four standards from October 1, 2026: $504 for heating and cooling, $293 for non-heating utilities, $65 for a single utility and $38 for telephone only. The first two already include the phone amount, so you do not add a phone bill on top.
An Indianapolis family of four with $3,000 in monthly pay and $1,000 rent plus heat would get about $497.
Smart SNAP and other Indiana rules
Since January 1, 2026 Indiana SNAP cannot be used for soft drinks or candy under a USDA-approved restriction. Indiana certifies most cases for 12 months under simplified reporting and offers the elderly simplified application. Deposits run from the 5th to the 23rd, by the first letter of the last name. Indiana’s FY2025 payment error rate was 9.77%, in the 10% cost-share tier from FY2028.
