Utility allowances rise with family size
North Carolina sets a different heating and cooling allowance for each household size from one to five-plus — $637 for one person up to $912 for five or more in USDA’s October 2025 table — and the phone standard even includes cents. A Charlotte family of four earning $3,000 with $1,100 rent plus heat would get about $602.
County-run, state rules
Because counties run the program, office hours and interview practices differ, but eligibility rules are statewide. North Carolina accepts telephone signatures, has a modified combined application for SSI recipients, and gives transitional benefits. Deposits run from the 3rd to the 21st by the last digit of the primary cardholder’s Social Security number. The state’s FY2025 payment error rate was 7.36%, which puts it in the 5% cost-share tier.
