The most accurate SNAP program in the country
South Dakota’s FY2025 payment error rate, 2.47%, was the lowest of any state, so the 2025 law’s state cost share would be zero. That accuracy comes with a stricter rulebook: with no broad-based eligibility, savings count and the net income test applies to every household.
Large heating allowance
South Dakota’s heating and cooling allowance was $950 in USDA’s October 2025 table, while the basic allowance was only $265. A Sioux Falls couple earning $1,800 with $700 rent plus heat and under $3,000 in the bank would get about $425. The state excludes child support you pay from income and runs both voluntary and mandatory employment and training.
Compared with the Dakotas and Minnesota
North Dakota and Minnesota both use 200% of poverty with no asset test — $4,554 for three — while South Dakota stays at $2,960 and counts savings. South Dakota certifies households for 12 months and runs a modified combined application with Social Security for SSI recipients. If you have savings above $3,000, ask about what is excluded before deciding not to apply: homes, household goods and most retirement accounts are not counted.
